PARLIAMENT TO CONFISCATE MALIGNANTS&#8217; ESTATES<\/i><\/b><\/font><\/p>\n<p><font size=\"3\"><i><font face=\"Courier New\">September 8th, 1642<\/font><\/i><\/font><\/p>\n<p><font face=\"Courier New\"><b>Parliament<\/b> has spurned a second offer of peace from <b>King Charles<\/b>, less than two weeks after rejecting the monarch&#8217;s first, and declared it would confiscate the property of <b>the King&#8217;s<\/b> supporters to meet the expenses of the war.<\/p>\n<p>Delivered three days ago by <b>Lord Falkland<\/b> , <b>the King<\/b> offered <i>&quot;with all cheerfulness&quot;<\/i> to take down his standard, erected on <b>August 22 <\/b>in<b> <font color=\"#ff0000\">Nottingham<\/font><\/b>, provided <b>Parliament<\/b> first revoke &quot;its declarations against all persons as traitors for assisting us.&quot;<\/p>\n<p><i>&quot;Our chief desire in this world is to beget a good understanding and mutual confidence betwixt us and our two Houses of <b>Parliament<\/b>,&quot;<\/i> <b>the King<\/b> wrote.<br \/>\n<b><br \/>\nParliament<\/b> in its rejection reminded <b>the King<\/b> of its letter of <b>August 27<\/b>, which stated it would not treat with Charles unless he first lowered his standard and recalled his proclamation declaring those opposing him to be traitors.<\/p>\n<p><i>&quot;We cannot recede from our former answer,&quot;<\/i> <b>Parliament<\/b> wrote to <\/font><font face=\"Courier New\"><b>the King<\/b><\/font><font face=\"Courier New\">.<\/p>\n<p>The <i>&quot;good and well-affected subjects&quot;<\/i> of <font color=\"#ff0000\"><b>England<\/b><\/font>, <b>Parliament<\/b> said, will be repaid all monies lent <b>Parliament<\/b> <i>&quot;out of the estates of delinquents and of the malignant and disaffected party&quot;<\/i> in the Kingdom.<\/p>\n<p><i>&quot;To that end,&quot;<\/i> <b>Parliament<\/b> said, <i>&quot;both this and succeeding generations may take warning with what danger they commit such heinous crimes.&quot;<\/i><\/p>\n<p>The King&#8217;s situation is at present perilous. <font color=\"#ff0000\"><b>Portsmouth<\/b><\/font>, seized for him last month by <b>Lord Goring<\/b>, surrendered today. <b>The Earl of Essex<\/b>, <b>Lord-General of Parliament&#8217;s armies<\/b>, is scheduled to depart <font color=\"#ff0000\"><b>London<\/b><\/font> tomorrow or the day after to join the regiments mustering in <font color=\"#ff0000\"><b>Northampton<\/b><\/font>. <b>Parliament&#8217;s<\/b> forces number near 20,000;
