NO, AND NO AGAIN; PARLIAMENT TO CONFISCATE MALIGNANTS’ ESTATES<\/i><\/b><\/font><\/p>\n

September 8th, 1642<\/font><\/i><\/font><\/p>\n

Parliament<\/b> has spurned a second offer of peace from King Charles<\/b>, less than two weeks after rejecting the monarch’s first, and declared it would confiscate the property of the King’s<\/b> supporters to meet the expenses of the war.<\/p>\n

Delivered three days ago by Lord Falkland<\/b> , the King<\/b> offered "with all cheerfulness"<\/i> to take down his standard, erected on August 22 <\/b>in Nottingham<\/font><\/b>, provided Parliament<\/b> first revoke "its declarations against all persons as traitors for assisting us."<\/p>\n

"Our chief desire in this world is to beget a good understanding and mutual confidence betwixt us and our two Houses of Parliament<\/b>,"<\/i> the King<\/b> wrote.
\n
\nParliament<\/b> in its rejection reminded the King<\/b> of its letter of August 27<\/b>, which stated it would not treat with Charles unless he first lowered his standard and recalled his proclamation declaring those opposing him to be traitors.<\/p>\n

"We cannot recede from our former answer,"<\/i> Parliament<\/b> wrote to <\/font>the King<\/b><\/font>.<\/p>\n

The "good and well-affected subjects"<\/i> of England<\/b><\/font>, Parliament<\/b> said, will be repaid all monies lent Parliament<\/b> "out of the estates of delinquents and of the malignant and disaffected party"<\/i> in the Kingdom.<\/p>\n

"To that end,"<\/i> Parliament<\/b> said, "both this and succeeding generations may take warning with what danger they commit such heinous crimes."<\/i><\/p>\n

The King’s situation is at present perilous. Portsmouth<\/b><\/font>, seized for him last month by Lord Goring<\/b>, surrendered today. The Earl of Essex<\/b>, Lord-General of Parliament’s armies<\/b>, is scheduled to depart London<\/b><\/font> tomorrow or the day after to join the regiments mustering in Northampton<\/b><\/font>. Parliament’s<\/b> forces number near 20,000; while those of the King<\/b> are said to contain fewer than 1000 horse, commanded by Prince Rupert<\/b>, and 1000 foot.<\/p>\n

It may well be that the war is over before the harvest is home.
